Po Leung Kuk ''I Can Fly (New Territories South)''
Introduction
The "On-site Pre-school Rehabilitation Services" funded by the Social Welfare Department aim to provide on-site rehabilitation support for children with varying levels of special educational needs who are attending kindergartens / kindergartens-cum-child care centres. To enable children with special educational needs to seize the golden developmental period for early training and receive timely and appropriate intervention and support, the programme adopts a cross-professional service team. It gives priority to early intervention rehabilitation training for children waiting for pre-school rehabilitation services funded by the Social Welfare Department.
The programme also offers professional guidance and practical support to kindergarten teachers and child care workers, equipping them to better support children with special learning needs in daily care and educational settings. Furthermore, it provides counselling, skill-building training and emotional support to parents, empowering them to nurture their children with a positive mindset and effective approaches, thereby fostering their holistic development.
Service Natures
For children with special needs:
On-site individual/ group rehabilitation training; and training at centres equipped with rehabilitation facilities.
For teachers/ child care workers/ parents/ carers:
On-site professional consultation services, demonstrations and seminars etc.
Services Characteristics:
The OPRS inter-disciplinary service teams (service teams) provide outreaching service to the participating KGs or KG/CCCs.
The professional team comprising occupational therapists, physiotherapists, speech therapists, clinical/educational psychologists, social workers and special child care workers provide on-site rehabilitation training and support services through a school-based and integrated approach.
Training is also provided at Early Education and Training Centre (EETC) or centres with relevant facilities to meet the training needs of children.
Service target:
- Children under the age of six attending the participating KGs/ KG-cum-CCCs who have been assessed by pediatricians, clinical/ educational psychologists or other qualified professionals as recognised by Social Welfare Department as having special learning needs.
- Teachers, child care workers and parents/ carers of the children mentioned above.

The inter-disciplinary service teams providing services to our kindergarten is the I Can Fly (New Territories South) under Po Leung Kuk.
On-site individual rehabilitation training
Under the guidance of a Special Child Care Worker, children receive training at the Pre-school Rehabilitation Service's professional therapy vehicle.
