OPRS- I Can Fly  - School-based Pre-school Rehabilitation Services  

Introduction :

In order to support children with special needs who receive training in their golden years of training. We has been funded by the Social Welfare Department to implement 4 teams of pre-school rehabilitation services since December 2015.

Through the multi-disciplinary service teams:

• To provide drop-in services to kindergartens and kindergarten-cum-child care centers, and provide early rehabilitation services to children on the waiting list for SWD-subsidised pre-school rehabilitation services.


• To provide professional suggestions to kindergarten teachers/child care workers for assisting them in supporting with children with special needs.


• To support parents nurturing their children with special needs in positive attitudes and effective skills.


Service Nature:

For children with special needs, we provide

• individual/group rehabilitation training at school; and

• Center-based training with rehabilitation facilities.

For teachers/child care workers:

• on-site professional consultation services and demonstrations, seminars/workshops/seminars, etc.

For parents/caregivers:

• seminars/workshops/seminars.

Service Features 

• Provide outreach services to kindergartens or kindergarten-cum-child care centers.


• Social workers, speech therapists, occupational therapists, physiotherapists, clinical psychologists/educational psychologists, and special child care workers will provide early intervention and rehabilitation services for children with special needs.


• Rehabilitation training is also provided in early education and training centers or centers with related facilities.


Service targets : 

• Children who are under 6 years old and attending kindergartens/kindergarten-cum-child care centers with special needs or on the waiting list for SWD subsidized pre-school rehabilitation services; and


• Teachers/child care workers and parents/carers of the above children.

Fee: Free of charge

Application procedure:

Referral to the Social Welfare Department Rehabilitation Service Referral System can be made by social workers or staff of rehabilitation service units.


Supplementary Information


Training Details:

Training will be conducted in centers or kindergartens (at school), 1-2 sessions per week, each session will last 1 hour. Parents and teachers are welcome to visit the center during the training period to learn about the children's learning progress and training methods.

Cooperation with schools:

Each profession will review the children's progress regularly through phone calls, observations and consultations with the school and parents. Every six months, each profession will conduct an assessment of the children and the IEP will be coordinated by the IEP Committee to determine the IEP. The IEPs are followed up by the school service team, teachers in the classroom and parents at home, so that the children can build up a good foundation and catch up with the children of the same age.
