Introduction

To enable children with special needs to access the necessary training early in the prime training period. The Kuk received funding from the Social Welfare Department (SWD) to launch a two-year Pilot Scheme on On-site Pre-school Rehabilitation Services (Pilot Scheme). Under the Pilot Scheme, multi-disciplinary service teams started from December 2015 and offered on-site services to participating kindergartens (KGs) and kindergarten-cum-child care centres (KG-cum-CCCs). It provided early intervention to children who were on the waiting list for SWD-subvented pre-school rehabilitation services. The Pilot Scheme will also provide professional advice for kindergarten teachers/ child care workers and assisted them in working with children with special needs. It render support to the parents on fostering positive attitudes and provided effective skills in raising their children with special needs.

Service Natures
For children with special needs:
- On-site individual/ group rehabilitation training.
- Training at centres equipped with rehabilitation facilities.

For teachers/ child care workers
- On-site professional consultation services and demonstration, talks/ workshops/ seminars, etc.

For parents/ carers
- Talks/ workshops/ seminars.

Service Characteristics
- NGOs are appointed to operate projects under the Pilot Scheme, mainly through their project teams providing outreaching service to the participating KGs or KG-cum-CCCs.
- Social workers, speech therapists, occupational therapists, physiotherapists, clinical/ educational psychologists and special child care workers are to provide on-site rehabilitation services with early intervention for children with special needs.
- Rehabilitation training is also provided at Early Education and Training Centre (EETC) or centres with relevant facilities to meet the training needs of
children.

Eligibility
- Children attending the participating KGs or KG-cum-CCCs who are on the waiting list for SWD-subvented pre-school rehabilitation services (i.e. EETC, Integrated Programme in KG-cum-CCCs and Special Child Care Centre).
- Teachers/ child care workers and parents/ carers of such children.
Kindergartens/Kindergarten-cum-Child Care Centres Served by NGOs (New Territories East)

Fee
No fee is charged.

Application Procedures
- Referrals to the project teams can be made through the KGs or KG-cum-CCCs participating in the Pilot Scheme.
- Parents/ carers complete the application form and hand in to the KGs or KG-cum-CCCs.
